Having joined the European Commission in 1976, he retired in June 2011. He worked on a number of different projects, concerning value added tax, protection of intellectual property (patents and trade marks), protection of personal data and, more generally, of fundamental rights,. He was involved in the drafting of the Charter of Fundamental Rights, as well as in European citizenship and justice matters.
