A Joint Committee of the UK parliament, which was convened to consider the response of the UK to the judgement of the ECtHR in Hirst, recommended to the Government to allow to certain prisoners to vote. according to its conclusions, prisoners serving less than twelve months should be permitted to vote and so should any prisoner who is within six months of his scheduled release date.
