In November 2010, France asked to delay the Schengen accession for Bulgaria and Romania until summer 2010, when the European Commission is expected to present its annual report on the fight against corruption and organised crime in the two countries. France also asks for a better surveillance of the border with Moldova.
According to EU affairs minister Pierre Lellouche one the reasons to delay accession of the two countries is “the distribution of Romanian passports outside their border”.
