New York state moves to create ‘state citizenship’

The state congress of New York is considering a bill which would grant to immigrants the status of state citizens if they can prove that they have resided in the state for three years or more, even if they are not citizens of US and even if they are ‘illegal’. While the state law has no bearing on the federal deportation rules, it can enfranchise the state citizens to vote in state and local elections, as well as the right to drive, access to higher education, pay taxes, serve as a juror, etc.
