On 9 September 2015, the Swiss National Council has voted in favour of harmonising the naturalisation procedures for third-generation Swiss residents. The simplification of procedures will now be considered and further developed by the Council of States, the upper chamber of the Swiss parliament. Amendments to citizenship legislation require a constitutional change, which might prove difficult as it requires both popular and cantonal approval.If adopted, the new rules would allow the Federation to take over from some of the cantonal powers in regulating citizenship, thus facilitating admission on grounds of jus soli.
